Spoke too soon...

UPDATE:

After either adding a new photo to the camera roll (by taking a picture with Camera app) and/or unplugging and replugging iPhone into PC, all photos do appear in DCIM folder (albeit in a ridiculous number of nonsensical subfolders--half as many as there are files--but thats an iTunes/iOS issue).

OK, this worked pretty slick to get photos back on the camera roll when viewed on iPhone with Photos app, but they dont appear in the Windows Explorer DCIM folder after transfer (but those that were there prior to Rollit transfer still do. Oh well.
